LOS ANGELES MAYOR GARCETTI’S COMMISSIONER, ELI LIPMEN, SUPPORTS HATE CRIME.
Los Angeles Mayor Garcetti’s Commissioner Eli Lipmen, wrote a legal declaration to the Superior Court of California in support of a hate crime. The hate crime consisted of an unprovoked physical attack and racial assault by an aggressive White man, against a non-violent Black man, and a Black female bystander.
Los Angeles Commissioner Eli Lipmen’s declaration to the Superior Court of California was made on behalf of, and in support of his friend and business associate’s lawsuit; where Eli Lipmen’s unprovoked friend/business associate physically attacked a non-violent Black man, and racially assaulted a Black female bystander, all in the same evening… This has been revealed publicly and in Superior Court documents over the last few months. Here are the facts…
Fact: March 4, 2015, video footage and witnesses confirm that Los Angeles Commissioner Eli Lipmen’s friend/business associate, though unprovoked, physically attacked a Black man in a parking lot and later in a meeting hall, after a Palms Neighborhood Council (PNC) meeting.
Fact: March 4, 2015, Los Angeles Commissioner Eli Lipmen’s friend/business associate racially assaulted a Black female bystander in the same meeting hall, later that same evening, after the Palms Neighborhood Council (PNC) meeting.
Fact: Los Angeles Commissioner Eli Lipmen DID NOT witness his friend/associate’s physical attack against the non-violent Black man. Los Angeles Commissioner Eli Lipmen was later made aware of the attack, and chose to write a declaration supporting the hate crime, regardless.
Fact: Los Angeles Commissioner Eli Lipmen states in his declaration that he “heard a woman’s voice shouting.” It was the voice of the Black female bystander, witnessing (along with others in the room) the Black man being attacked by Los Angeles Commissioner Eli Lipmen’s friend/associate, moments before she was racially assaulted herself by Lipmen’s friend/associate.
Fact: Los Angeles Commissioner Eli Lipmen, in his testimony, does not mention being present for his friend/associate’s racial assault of the Black female bystander, even though witnesses and video prove that Eli Lipmen was present at the time of the racial assault on March 4, 2015. Eli Lipmen chose to later write a declaration in support of the Black female bystander being racially assaulted, regardless.
Now, first and foremost, the term ‘hate crime’ is being used in reference and in regards to these attacks, based upon the definition provided by the Federal Bureau of Investigation (F.B.I.). The F.B.I. defines a ‘hate crime’ as a “criminal offense against a person or property motivated in whole or in part by an offender’s bias against a race, religion, disability, ethnic origin or sexual orientation”. Succinctly put, a hate crime is committing a crime ‘with harmful, negative, racial intent… racial animosity, or racial animus’. Los Angeles Commissioner Eli Lipmen’s friend and associate, the attacker, made his ‘bias’ and racial animosity known on video and to witnesses, by issuing multiple harmful, negative, racially derogatory and disparaging terms prefaced with the word ‘Black’, against his non-violent Black victims, during his attack. Out of respect for the victims, the disparaging terms issued by the attacker that night will not be printed on this website.
These attacks took place on March 4, 2015, and are very well known throughout the LAPD and Palms’ community, with little discrepancy in their recollection; so much so that they have publicly been topics of discussion at various times throughout the Palms Neighborhood Council since their occurrence. Even Council members, who didn’t witness the attacks, know about them, know about the lawsuit, and have been quick to comment.
During the May 6, 2015 PNC General Assembly Meeting, where the night of the attacks became part of the topic of discussion, the PNC President (who witnessed some of the events on the night of the attack) remained professional to not disclose any unnecessary personal information about the attacks or lawsuit not pertinent to the PNC discussion, and out of respect for all individuals and parties involved; which did not stop Mayor Garcetti’s former Business Representative and current PNC Treasurer Nicholas ‘Nick’ Greif who, though he did not witness any of the events, unprompted and voluntarily, was still able to somehow spill the beans, giving out details of everyone’s business about the night of the attacks and lawsuit to a room full of strangers, even revealing the identity of the attacker, Eli Lipmen’s associate, “the head of the Motor Avenue Improvement Association, who is here tonight”, and later tied to these events in subsequent public PNC meetings, Lee Wallach. Yes, someone who didn’t even witness these attacks (like Nicholas Greif), and who had to be told about them after the fact, was able to freely and openly talk about them; that’s how well these events are known and have permeated Palms…

It is almost certain that Eli Lipmen, and anyone else like him who is intimidated by the truth, will not respond well or like that people in Palms and the general public might see him in a new low light, or may even consider, acknowledge, and refer to him openly and candidly as a racist, for writing in support of someone who committed a hate crime; something probably similar to how someone who reads Marvel Comics, would respond if they were mistaken for someone who reads DC Comics…
But if the term ‘racist’ is unacceptable, then what is the alternative, yet acceptable surrogate term? What do you call a White man who is in the room when a Black female bystander gets racially assaulted, and then that same White man chooses NOT to help or assist her after she has been victimized racially, and instead writes a porous legal declaration to the Superior Court of California that is going to be used as part of her attacker’s defense and justification for their witnessed and recorded hate crime and racial assault?
And let’s take race out of it, shall we? Eli Lipmen was present when a female bystander was assaulted, discovered that a non-violent man was attacked, and Eli Lipmen made the choice to support and assist the attacker by writing a Superior Court declaration that did not contain all of the facts, and made no mention of the woman’s assault even though video and witnesses prove that Lipmen was present for the unprovoked assault when it happened…
Eli Lipmen and the PNC have been reported on for years, and without fail Eli Lipmen has remained constant. He’s the same Eli Lipmen that publicly got caught electioneering and then publicly lied about it; the same Eli Lipmen that publicly threatened members of the PNC during a public meeting with members of the Los Angeles City Attorney’s Office in attendance; the same Eli Lipmen who refused to recuse himself on multiple occasions incurring multiple conflicts of interest; the same Eli Lipmen who used extortion against the current PNC board, and the very same Eli Lipmen that, while Lipmen was PNC President, was publicly caught on camera smiling while watching his Vice-President Niall McMenamin, during a PNC meeting, get up from the Council table and physically harass a Black audience member in 2013. Yes, he’s still the same Eli Lipmen. The only difference now is that he can add the word ‘racist’ to his resume, right before the word ‘Commissioner’.
